
The photos must be in a jpeg format and
their resolution must be no more than the minimum Desktop resolution
that any monitor has. If the photo resolution is too high, the photo
will print fine but you will get a flickering image when it is viewed in
WinGAP.
The photos should be saved from the camera
to a folder on the network. This will allow access by all users who
will be assigning the photos to the property components.
To attach a photo to a property component (res
imp, land, comm imp, etc.), you will need to access the parcel that
contains the component through the normal WinGAP search method. Click
the edit button that takes you to the component. Right click on the
photo button and you will get a menu with a single option providing you
a means of adding a photo.
Click on the "Load Digital Photo" menu
option, navigate to the folder where the photos have been downloaded
from the camera, select the photo and the photo will be added to the
property component.

To enable printing of blank personal
property forms, download the file, ppforms.zip, into your WinGAP folder.
The file is found at
ftp://ftp.wingap.com/reporting_forms.
Unzip the contents of the file into the
WinGAP folder, replacing the existing files, airfrm.exe, boatfrm.exe,
busifrm.exe, dnrfrm.exe and freefrm.exe.
To print blank forms:
1. go to Reports >> Personal >>
Reporting Forms
2. select the form type (do not select DNR for printing blank forms)
3. leave the order set to Name
4. enter a beginning name of "a"
5. enter an ending name of "a"
6. click Go
7. when prompted for the printing of blank forms, respond with Yes
8. enter the number of forms to be printed (to align the forms, enter 1
as the number to be printed)

Each year, you receive a file (dnrnew) from us which contains the DNR
registrations. There is an import procedure in WinGAP that compares the
records in the dnrnew file to the records in your existing dnr data file (dnr).
If a new registration is found or a name has changed, the record from
dnrnew is added to your dnr file and flagged with a status of New.
During the process of printing PP reporting forms, you can print Marine
forms from DNR which will be all of the records that are flagged as New.
These forms are
mailed. Any form that is returned indicating the boat is in the county and
actually owned by the individual is "worked" through DNR. This means that
the DNR record is accessed and the user can add the DNR record information
in a variety of ways:
1.
add new owner,
account and boat
2.
add an account
to an existing owner and add the boat to that account
3.
add the boat
to an existing account
If the reporting form from dnr is returned indicating the boat has been
sold or is no longer in the county, the user will access the DNR record
and flag it as Inactive. This will prevent the record from showing up on
future DNR list.

Old Boats -
prints a listing of all records in your dnr.dbf that do not have a status
of N (new). Dnr.rpt is the report that is used. The filter is built into
the report.
New Boats -
prints a listing of all records in the dnrnew.dbf regardless of status.
Dnrnew.rpt is the report used to print the listing. There is no filter in
this report.
Newly Registered
Boats - prints a listing of dnr registrations that do not match
between dnr.dbf and dnrnew.dbf. Dnrnew.rpt is used with the following
filter being passed: dnr1.ga_reg <> dnrnew.ga_reg
Boats with
Ownership Differences - prints a listing of dnr registrations
where the registration numbers match between dnr and dnrnew but the names
are different. Dnrdiff.rpt is used with the following filter:
dnr.ga_reg=dnrnew.ga_reg.and.(dnr.lname+dnr.fname<>dnrnew.lname+dnrnew.fname)
The filter is part of the
report.
Comparison
- prints a listing of dnr registrations where the registration numbers
match between dnr and dnrnew but either the names are different and/or the
addresses are different. Dnrdiff.rpt is used with the following filter
being passed:
dnr.ga_reg=dnrnew.ga_reg
.and. (dnr.lname+dnr.fname<>dnrnew.lname+dnrnew.fname .or. dnr.street+dnr.city+dnr.state+dnr.zip
<> dnrnew.street+dnrnew.city+dnrnew.state+dnrnew.zip)
DNR Import Report
- the report lists all of the records in dnrnew.dbf that have a
status of N (new). The report file that is used is dnrnew.rpt and the
filter expression, which is passed, is:
dnrnew.dnrstatus="N"

Go to
ftp://ftp.wingap.com/misc/dept_of_audits
Download the files in the
above folder to your appraisal year folders (2003, 2004, etc). You will
be running this from folder representing the digest year for which the
Department of Audits is requesting information..
Look at the instructions in
the dept_of_audits_file_creation.pdf for detailed instructions.

From the WinGAP main menu:
FILE > EXPORT > DIGEST FILES. Select the appropriate tax districts and
decide whether or not you want your digest files to include the personal
property less than $7,501. Once you have made your selections, click
export. Upon completion, the exported files will be in fixed length ASCII
text format. The location of the export files will be in subfolders of the
appraisal year folder such as:
f:\program files\wingap\data\2004\temp\digest\
Following the export process
you can upload those export files to the WinGAP ftp site and notify your
service bureau of their existence and location.

You have a couple of options:
- you can go to each parcel and rather than
print a prc, take the PRC Holding Bin option on the print menu. This
will place the parcels in the Holding Bin where you can print all of
them at once.
- go to Reports >> Real >> Property Record
Cards. Here you can select by parcel #. If you are printing a single
parcel, the beginning and ending items will be the same. You must
place the correct number of spaces in the parcel fields (no dashes).
Once again, you will be sending these to the Holding Bin.
The Holding Bin can be found at Reports >> PRC Holding Bin >> Real.

Step 1 - Load the new CUV values into WinGAP from the main menu: TOOLS >
SCHEDULES > CONSERVATION USE LAND
Step 2 - Reappraise Conservation Use Land: TOOLS > REAPPRAISE > REAL
PROPERTY > Check Conservation Use. Click the reappraise button.
You will not be prompted when the value exceeds the allowable percentage
of change. This information will be recorded in the database and those
parcels exceeding the limit can be printed with the report "cuv_reappraise_edit.rpt"
found at
ftp://ftp.wingap.com/reports/cuv. Download the report into your current
appraisal year folder (2004, 2005, etc) and then print or preview the report
from the report viewer found at REPORTS > REPORT VIEWER
If a parcel on the report needs to exceed the maximum allowable change
(land split, change in land use, etc), you will need to edit the parcel's
conservation use land information and force the change.

Continue to place an occupancy of 4 (Manufactured Homes) on these homes
and value them in the same manner as before. However, change the Decal Year
to the year the T-234 was filed and in the Decal Number enter DMVS. With
this info, we can track them fairly easily through reporting queries.

The unique street address can be added to the improvement's sketch
record. After sketching the improvement, add a custom label containing the
unique street address for the improvement. Be certain to add the sketch
prior to adding the custom label.

To prepare for personal property assessment notices, follow this routine
after all data entry is complete:
- Run the data_edits routine to check for potential problems (make
sure that everyone is out of WinGAP when doing this)
- Check all of your county contact information for accuracy (Tools >
Preferences)
- Go to Reports > Assessment Notices and perform the following:
- Select Personal Property
- Unflag all accounts with the Unflag button
- Check the boxes assocated with the situation(s) for which you wish
to have a notice printed and click set flags
- Close the screen.
- Run and Review a preliminary list of accounts receiving an
assessment notice (the report pers prop assmt notice list.rpt can
be downloaded into your current appraisal year from
ftp://ftp.wingap.com/reports/coa_reports or you can design a report
of your own. The report should be run from Reports > Report Viewer
- Make changes where necessary
- After all is confirmed, go back to Reports > Assessment Notices and
print the personal property notices (please preview some of the notices
prior to printing to confirm accuracy)
- Append notices to the notices archive when prompted when printing
completes.
Residential Transitional properties are valued as pure residential. This
means that no influences of adjustments that have been added to compensate
for location or potential change in use may be applied to the property. It
must be valued as other residential properties where no commercial /
transitional forces are in effect.
The property should be handled in the following manner in WinGAP:
- Enter the beginning year of the covenant in the CUV Year
field on the Real Property General Information screen.
- Change all of your digest classes to Residential-Transitional
- In the field Hist Val,
enter the value of the property less any commercial or transitional
influences.
- The current value of the property should include the additional
value assigned for transitional adjustments.
- The ST exemption will be calculated by subtracting the
Hist Value from the current
value.
